Last month, Chief Judge Dennis Dowd ruled against Jarrett Seltzer over the West Orange-based restaurant owner’s use of window shades, fining him nearly $5,000 for violating a West Orange ordinance.
This court case was never about window shades. This was, from Jarrett Seltzer’s point of view, about a township employee using a widely overlooked ordinance to “retaliate” against him.
West Orange restaurant owner Jarrett Seltzer was in municipal court today to fight a steep fine for using window shades in his storefront. But one person will be noticeably absent from the courtroom — the mayor.
